Health and Medical Treatment in France

Another consideration to keep in mind while you are in France is your health. You may need to visit an emergency facility or hospital for any type of accident or injury, at any given time. If you are not a resident of the country, the costs of such a visit can be quite high. International insurance is not accepted, of course.

The French government offers a health care program, and since it is mandatory that all residents and international guests alike be covered under such a plan, you should do this before you physically arrive in the country.

All international students who will be in France are required to have health insurance, either public or private. Many international students are eligible to take part in their universal health care coverage, though this is dependent upon factors such as age, country of origin, and length of their degree program.

To be eligible for the national health insurance program offered in France, students must be:

  • Under the age of 28 by October 1st of the current University year
  • Enrolled on a degree program for a period of 4 months or longer
  • Have a home country that is outside of the European Union or Switzerland

If any of these provisions are not met, an international student would be required to obtain private health insurance for themselves. Students from the European Economic area are exempt from participating provided they can show their valid European health insurance card or if they can show proof of carrying private health insurance in France. If a foreign student is interested in the state health care, they can pay 207 EUR to have the same coverage as its citizens.

Private medical insurance in France can also be purchased for those individuals who are staying in France for periods of less than 4 months, who are older than the age of 28, as well as those individuals who prefer to have private insurance. This coverage will not cover you fully and most people take out complementary coverage to fill in any gaps.

If you opt not to go with the national health care plan, you will be required to take out private medical insurance in France that will cover you for your healthcare expenses.

Who can subscribe?

  • ABC can be subscribed by foreign students and trainees (as well as their husbands/wives and children), under 40 years old, residing in France for 1 to 12 months.
  • The contract can be subscribe by the person himself or by a third party.
  • The contract can be renewed as long as you are a student.

Do I need a private health insurance?

Each and every foreign student attending a school or a university in France must have a health insurance (public or private). Most of the students can benefit from the French Social Security student insurance plan but there are also certain cases in which the student will have to subscribe a private health insurance.

Below you will find some guidelines that will help you decide whether you need to subscribe a private health insurance or not:

  • If you are 27 years old or younger by October 1st of the current University year, you are enrolled for at least a 4 month course in a school or university approved by the French Social Security, and you come from a country outside of the European Union or Switzerland, you will be mandatorily affiliated to the student healthcare plan of the French Social Security. If this is your case, it is recommended to subscribe a complementary insurance that will help you complete the Social Security reimbursements of your medical expenses.
  • If you come from a country within the European Union, you will normally benefit from your local Social Security healthcare system or from a private health insurance. In the former case, it is the public healthcare system of your country of origin that will take care of your medical expenses. Under certain circumstances you will then be exempt from paying the annual fee of the French Social Security student coverage (207 € a year for 2012).
  • Finally, if you do not meet the requirements to benefit from the French Social Security student healthcare plan or you are not covered by the healthcare system of you country of origin (in the case of the European Union), you will mandatorily need to subscribe a private student healthcare insurance.

Note: please be aware that the rules above are subject to changes, exceptions and some extensions. You should always check with the university you will be studying at and with your local French Consulate in order to make sure of how to proceed to benefit from a student health insurance for your stay in France.

France Student Insurance Plans

All international students studying in France are required to be covered by health insurance, either public or private. Many international students are eligible to take part in France’s universal health care coverage, though this depends on factors such as age, country of origin, and the length of your degree program. In order to be eligible for France’s national health insurance plan, you must meet the following requirements:

  • Under the age of 28 by October 1st of the current University year

  • Have a home country that is outside of the European Union or Switzerland

If you do not meet these provisions, you must purchase private health insurance.

For non-EU students studying in France, the primary visa categories are:

Schengen Visa

Long Stay Student Visa over 28 years old

For students who are over 28 years of age, and planning on staying longer than 90 days. You will be required to show proof of private health insurance valid in France as part of the visa application.

Long Stay Student Visa under 28 years old

For students under the age of 28 years of age, and who are planning to stay in France for more than 90 days, you may be eligible for the social healthcare system in France, depending on which school they attend, and if eligible, 70% of most healthcare costs will be covered. In that case, it is recommended that you purchase a supplemental insurance plan that can cover the remaining costs that are not covered by the healthcare system when you are residing in France.
